Veio para Goi\u00e2nia aos 15 anos, acompanhando o pai, que era farmac\u00eautico e transferiu os neg\u00f3cios da fam\u00edlia para a capital. Iniciou a vida p\u00fablica aos 20 anos, como presidente da Associa\u00e7\u00e3o de Moradores do Setor Universit\u00e1rio, onde reside at\u00e9 hoje. Formado em Direito, trabalhou na Secretaria de A\u00e7\u00e3o Urbana da Prefeitura e foi candidato em 1983 pelo <abbr title=\"PDS\">PDS</abbr>, sendo eleito para a supl\u00eancia. Assumiu a vaga por dois anos. Ainda no PDS se candidatou novamente, sendo um dos vereadores mais bem votados na \u00e9poca. Depois se filiou ao <abbr title=\"Partido do Movimento Democr\u00e1tico Brasileiro\">PMDB</abbr> e foi eleito para o segundo e terceiro mandatos. Anselmo deixou o PMDB e se filiou ao <abbr title=\"Partido da Social Democracia Brasileira\">PSDB</abbr>, sendo eleito vereador em 2000, 2004 e 2008, quinto, sexto e s\u00e9timo mandatos.
